espite a great potential
for growth, strict Fed-
eral Aviation Administration
regulations are threatening to keep the
commercial drone industry earthbound
in North County.
Kelly Cunningham, an economist
and senior fellow at the National Uni-
versity System Institute for Policy Re-
search, said he's waiting to see how
entrepreneurs respond to recent efforts
by the FAA to control the non-military
commercial use of drones.
Northrop Grumman and General
Atomics Aeronautical Systems each
conduct drone contract work in
North County for military ap-
plications, but the non-de-
fense sector of the drone
industry "is not particularly
large in North County," said
Gus Calderon, a Carlsbad-based
business owner who does drone devel-
opment and consulting.
"I know of a few companies that are
here," he said. "They provide aerial
flying services for a variety of applica-
tions: advertising and marketing. Right
now it is still difficult to get permission
from the FAA to operate commer-
cially."
Several years ago drone enthusiasts
convinced the city of Carlsbad not to
impose a ban on the use of drones at
city parks, Calderon said. Even so, the
trend is toward more restrictions.
On Jan. 13, state Attorney General
Kamala D. Harris announced that peo-
ple who owned drones prior to Dec. 21
had until Feb. 19 to register them with
the FAA.
Those who purchased drones on or
after Dec. 21 must register them prior
to their use outdoors. There is a $5 reg-
istration fee. Requirements apply to
drones weighing more than 0.55
pounds.
